How to import a car from Japan to the USA (step by step)

High-level path most private buyers use for a 25-year-eligible JDM car. Hire a licensed customs broker for the filing. This is not legal advice.

1. Confirm eligibility

Get a clear photo of the build plate (month/year of manufacture). Map it to the 25-year date. Check EPA: 21+ calendar years and original unmodified configuration for Code E. Check your state's rules for RHD and grey-market titles. Use our model pages only as a starting point.

2. Buy in Japan

Common routes: Japanese auto auctions (via an agent), exporters with stock, or a private purchase. Auction sheets use a grade scale; learn to read them or pay for a translation. Agree FOB vs CIF, payment method and who handles deregistration. See our exporter directory.

3. Export documents

Expect an export certificate (抹消登録 / export cert), invoice, and eventually a bill of lading. Keep chassis numbers consistent across every document.

4. Ship

RoRo is common for runners; containers for non-runners or higher-value cars. Buy marine insurance. Track sailing and arrival port (often West Coast: Tacoma, Long Beach, etc.).

5. US entry — forms

Sources: NHTSA importation materials; EPA Form 3520-1 (Aug 2024); AAMVA Imported Vehicles guidance (Jan 2026) on HS-7 Box 1.

6. State titling and registration

After federal release, apply for title/registration at your DMV. Requirements differ: some want a bonded title, VIN inspection, or emissions. Federal admission does not guarantee a plate in every state.
